Sign Here Please: IASB Initiative Unanimously Passes Both Houses

HB3442 (Crespo/Cappel) is an IASB initiative brought to the Governmental Relations team by the Illinois Council of School Attorneys (ICSA). Currently, in the case where a certified teacher cannot be hired for a position, law allows school districts to employ a substitute teacher for no more than 30 days in each position. Substitutes must be moved every 30 days to remain compliant, which creates inconsistencies for students. ICSA brought amended language to IASB that improves the situation and creates more consistency for students.  

With HB3442 unanimously moving through both chambers, the bill is now ready to be sent to the Governor for signature. Once signed into law, school districts will be able to hire a substitute teacher for 90 days or the remainder of the semester, keeping one teacher in the classroom and creating consistency for students. Districts will need to be actively trying to fill the position with a certified teacher and receive 30-day extensions from their respective Regional Offices of Education while providing training for the substitute to remain compliant.
