Governor Vetos House Bill 2778

On January 24, Governor JB Pritzker issued a total veto of House Bill 2778. The impact of HB 2778 has been previously discussed. A veto of this bill has been expected for months. Earlier this week, the governor, despite his veto, outlined a plan to move forward with a majority of HB 2778 in new legislation. While we have yet to see new language filed, the new bill will likely contain the same onerous record keeping provisions, a change to how school employees are paid on e-learning days, and an unlimited number of paid “administrative leave” days for COVID-19 related illness.

When a bill is filed, the IASB Government Relations team will analyze its impact on school districts and respond with ways to advocate on behalf of your school district and community. Be sure to watch your inbox and IASB social media pages for further information on follow-up language to HB 2778.

Governor to Deliver Budget Address

As required by the Illinois Constitution, Governor Pritzker will present a budget address to the Illinois General Assembly, at noon on Wednesday, February 3. The address will combine the State of the State address and the Budget Address, which are typically delivered separately. While full details of the proposed budget are not yet known, Illinois finances have done better than expected during the pandemic. The governor is required to present a balanced budget using only resources available at the time of presentation. The budget address is an important early step in the budget process, but it is up to the Illinois General Assembly to pass a budget. As in years past, the General Assembly appears to be committed to funding an additional $350 million for Evidence-Based Funding. IASB will provide a more in-depth analysis after the budget address.
