Call to Action: Oppose HB3772 - ISBE Suspension Bill
IASB is reaching out with an URGENT request to file opposition witness slips on HB3772 (Sen. Lightford), the Illinois State Board of Education’s bill to limit suspensions for students in grades K-2. Although there have been revisions to the proposal, ISBE has maintained its position on language that would limit suspensions to the amount of time necessary to design and implement a behavior intervention plan (BIP) or safety plan for the student. However, IASB has remaining concerns with the lack of clarity on this new limitation related to length of suspensions and impact on the timeline.Why it Matters
- Effective BIPs require time, data, and collaboration. National experts (NASP, PBIS.org) recommend 10–14 school days for even basic assessments as precursors to developing these plans.
- Rushed or superficial plans risk being ineffective and disrupt learning for all students in the classroom.
- This provision creates unrealistic timelines that ignore current staffing shortages, may pressure schools to prioritize speed over quality, and put school leaders in an impossible position to predict the time needed to design and implement plans.
- A suspension does not mean a BIP or Safety Plan has failed — it may mean the plan needs time to work.

- Under the drop down in description please select “House Amendment 1”
