IASB Member Boards Vote at 2025 Delegate Assembly
Delegates approved one resolution, 10 amendments to the IASB Constitution, and elected a new President and Vice President
The Illinois Association of School Boards held its annual Delegate Assembly on Saturday, November 22 in conjunction with the Joint Annual Conference. Member boards of education voted on one resolution submitted by the membership, 10 proposed amendments to the IASB Constitution, and elected a new Association president and vice president to two-year terms.
The resolution that passed pertains to school bus safety. Illinois law (PA 104-0075) requires all newly purchased school buses to be equipped with three-point seat belts beginning in 2031. IASB will advocate for the state to offer districts flexibility and options to comply with this unfunded state mandate, extend the timeline for school districts that may be disproportionately impacted, and allow for alternatives. Adopted resolutions become Position Statements, which establish the Association's advocacy priorities and legislative direction.
Member boards of education voted to approve 10 recommended changes to the IASB Constitution. Among the amendments that were voted in the affirmative:
- Article II. Membership, clarifies various classes of membership and eligibility;
- Article III. Delegate Assembly and Annual Conference, allows for an alternative method of voting at the Delegate Assembly should circumstances dictate and if approved by specified IASB bodies;
- Article IV Elections, changes the terms of office for IASB officers (President/Vice President);
- Article V. Board of Directors, removes outdated language referring to a national organization,
- Article VII. Committees, specifies the Immediate Past President as chair of the Nominating Committee;
- Article VIII. Divisions, establishes Division Governing Committee training;
- Article IX. Resolutions, clarifies Resolutions Process requirements for resolutions/appeals, the timeline, and creates an annual review of Position Statements;
- Article XI. Miscellaneous, adds a new section on emergency declarations; and
- Article XII. Amendments, establishes that a majority of an entity proposing an amendment to the Constitution supports the proposed amendment prior to submission.
The Assembly also elected new leadership. President Tracie Sayre (Triopia CUSD 27) and Vice President Alva Kreutzer (THSD 214 in Arlington Heights) were elected by the membership in attendance. With the adoption of Constitution changes approved earlier during the meeting, the President and Vice President will now serve two-year terms.
The Delegate Assembly also received the president’s report from outgoing President Mark Harms (Flanagan-Cornell Unit District 74) and a report to the membership by IASB Executive Director Kimberly Small, J.D. IASB Treasurer Marc Tepper (Kildeer-Countryside CCSD 96) provided the Association’s financial report.
Four hundred and forty-four IASB member delegates were in attendance to vote on the measures presented before the 2025 Delegate Assembly.
