What is the Delegate Assembly?
Each year, school board members who have been appointed by their boards to serve as delegates convene in person during the Joint Annual Conference in Chicago. Delegates in attendance vote on:
- Resolutions submitted by IASB districts, divisions, the Board of Directors, or the Resolutions Committee.
- Any constitutional amendments recommended by the Board of Directors.
- The election of the IASB President and Vice President in odd-numbered years.

Resolutions Process
The Resolutions Process is one of the most important undertaken by IASB members. It begins in April with the Call for Resolutions and culminates at the annual Delegate Assembly where adopted resolutions become Position Statements and determine the direction of the Association’s advocacy efforts and legislative agenda on behalf of IASB members.Constitution Review
Amendments to the Constitution may be proposed by any Active Member, IASB Division, or the Association’s Board of Directors. Those seeking to amend the Constitution often submit their proposal as part of the Resolutions Process, and the Resolutions Committee submits the proposed amendment to the Board of Directors for consideration.Election of Officers
Every two years at the Delegate Assembly, IASB members elect a President and Vice President. The IASB President is the principal elective officer and presides over meetings of the Board of Directors.What IASB Member Boards Should Know
- Each IASB member school board is entitled to one voting delegate at the Delegate Assembly.
- Member school boards should consider appointing an alternate delegate in case the delegate cannot attend the Delegate Assembly.
- A Resolutions Committee Report will be available to members in September prior to the Delegate Assembly. The Report includes a description and rationale for each resolution and the Committee’s recommendation for each proposal.
- Every board should review proposed resolutions contained in the Resolutions Committee Report as a full board to determine how the district delegate will vote.
- In addition to voting on resolutions and electing officers, delegates receive the IASB President’s Report and are briefed on the Association’s Annual Report during the Delegate Assembly.
