School Board Service: Video Taped Training Series

The Illinois Association of School Boards offers a library of four video-taped programs designed to help school board members to deal with some important issues. The series, titled "The Three R's for School Board Members," was produced at Western Illinois University's Center for the Application of Information Technologies and its Satellite Education Network. Telecast in April and May, 2000, each of the four programs highlights an important topic for board members from the perspective of the 3R's ... roles, responsibilities, and relationships.

Program topics are: Student Discipline, School Finance, The Board and Superintendent, and Leading Change. Information about each of the programs and the participants is provided below.

The series of DVDs can be an important resource in the education of school board members – veterans as well as new members. Therefore, IASB is offering the set of four one-hour DVDs plus a program and study guide at a $30 sale price (marked down from $50), plus shipping. We think you will find the suggested discussion program suitable for school board workshops or for meetings with community and/or employee groups or others interested in good school governance.

About the programs

Program one, Student Discipline: broadcast date: April 6, 2000. This program combines discussion of the legal principles underlying student discipline with a special focus on the role of the school board. The DVD engages participants in critiquing a realistic scenario. Because their role is highlighted, this program should also be beneficial for building principals. Participants: Heather Brickman, partner in the law firm of Hodges, Loizzi, Eisenhammer, Rodick & Kohn, Arlington Heights, and Melinda Selbee, general counsel, Illinois Association of School Boards.

Program two, School Finance: broadcast date: April 19, 2000. This program examines school finance from the perspective of the school board in its governance capacity. The program briefly reviews the basics of school finance and considers many of the legislative initiatives which have an impact on school revenue. Participants: Randy Dunn, chair, Department of Educational Administration and Higher Education, Southern Illinois University, Carbondale; Donna Baiocchi, member, Schaumburg CCSD 54 Board of Education and Executive Director, Ed-Red; Joe Alesandrini, president, Pekin CHSD 303 Board of Education, and Judy Yeast, member, Northwest CUSD 175 Board of Education.

Program three, The Board and Superintendent: broadcast date: May 10, 2000. In examining the school board's roles, responsibilities and relationships, this program describes six fundamental principles of effective governance to help boards clearly understand their work. Particular attention is given to the school board as a bridge between school and community, as the employer of the superintendent, and as the monitor of system performance. The program explains how the school board adds value to the school system. Participants: John Allen, director of field services; Jerry Glaub, deputy executive director for member services; Anna Lovern, director of policy services, and Angie Peifer, director of school board development, IASB.

Program four, Leading Change: broadcast date: May 17, 2000. This program challenges you to take on these issues: Does public education need to change? Can the school board lead change or must it merely cope? How do you lead from whatever position you're in? This program inspects the critical role of a collaborative culture in an award winning school district where the climate welcomes change in the pursuit of continuous improvement. Participants: John Allen, director of field services, IASB; Joseph Vermeire, regional superintendent of education, Region 49, Moline; Lynn Clapp, teacher/leader, Belleville SD 118; David Philip, member, Belleville SD 118 Board of Education, and Jim Rosborg, superintendent, Belleville SD 118.
