On January 8, Governor JB Pritzker issued a new disaster proclamation and Executive Order 2021-01, effective through February 6.
Statewide Tier 3 mitigations have been extended, but regions that meet specific metrics may be able to move into Tier 2 restrictions starting January 15. Additional executive orders specific to regions may be issued at that time. Information about the metrics and where each region stands can be found on the Illinois Department of Public Health website.
The status quo regarding the Open Meetings Act continues as per the previous Executive Orders. The January 8 proclamation states that in-person attendance of more than 10 is unfeasible for board meetings held remotely without a quorum physically present. The Illinois State Board of Education has stated in recent guidance that school board meetings (but not staff meetings) are exempt from the Tier 3 mitigations, but boards are encouraged to hold remote meetings whenever possible.
Districts should consult their board attorneys and/or local health authorities for further guidance.
