School districts can now submit their Evidence-Based Funding (EBF) spending plans for Fiscal Year 2021. The district spending plans need to be entered into the IWAS system by September 30. All districts are required to submit EBF plans as part of the annual budget process. There was no additional EBF tier funding allocated in the state’s FY 2021 budget, meaning all districts will receive the same EBF distribution as FY 2020.

Statewide Dashboard of Return-to-Learn Plans
ISBE has published a dashboard breaking down the results of a recent survey asking how school districts plan to implement learning this fall. As of August 10,671 districts representing more than 1.6 million students have responded.
The survey results show 319 districts (47.54%) will begin the school year with a blended model that includes in-person and remote instruction. Another 150 districts (22.35%) have opted for full remote learning, while 202 (30.1%) will start the year in-person.
The figures are likely to change as more districts complete the survey and district plans are modified in response to public health conditions.
Student Transportation Guidance
Recent guidance produced by the Student Transportation Aligned for Return to School (STARTS) Task Force outlines a number of guidelines and materials to assist with safely transporting students to and from school during the ongoing pandemic. The recommendations contained in the report should be further discussed among the school district board members and administrators, bus contractors, and school transportation workers, while also adhering to state and local public health rules.
