IDES Update: Important Clarification for School Districts as Employers

The Illinois Department of Employment Security (IDES) has provided additional information to IASB member districts pertaining to unemployment insurance statements mailed earlier this month.
School districts who are reimbursable employers should not pay any COVID-19 related charges, including the benefits provided by the state for non-instructional employees.
Kevin Lovellette, IDES Chief Legal Counsel, asks that school district administrators disregard the voucher attached to the BEN-118R form that lists the full amount as “due.” Instructions provided by the department correctly state that a reimbursable employer should not pay COVID-19 charges.
This guidance is based on the new federal law (Public Law 116-151) signed August 3 that allows school districts not to have to pay upfront, streamlining the process regarding reimbursements.
