BILLS CONTAINING MANDATES 2009 |
These bills are
"alive" in the capitol; they are still proceeding through the legislative
process. The Alliance has been successful in amending several of these bills in
an effort to allow for more flexibility for school districts in implementing the
new proposed requirements.

(Franks, D-Woodstock) requires the IHSA to prohibit athletes from using performance-enhancing drugs
and implement random testing of athletes. Further the bill requires the IHSA to
ensure that each athletic coach complete an educational program on the
prevention of abuse of performance-enhancing substances.

(Bellock, R-Westmont) and SB
152 (Garrett, D-Lake Forest) require that the State Board
of Education, in conjunction with the Department of Public Health, develop and
make available to each school board guidelines for the management of students
with life-threatening food allergies and require school boards to implement a
policy based on these guidelines no later than January 1, 2011.

(Winters, R-Shirley), regarding the sign required to be on the rear of school
buses indicating the telephone number of the owner of the school bus, it deletes
language providing that the sign shall indicate that the number is to be called
to report erratic driving by the school bus driver. It adds language requiring
that the sign shall be in the form "TO COMMENT ON MY DRIVING, CALL (area
code and telephone number of school bus owner)". It does not require a
change in the sign until the next time the bus owner was going to replace the
sign.
HB 628 (Osterman, D-Chicago) provides
that the parent, an independent educational evaluator, or an expert retained by
a parent must be afforded access of sufficient duration and extent to
educational personnel, facilities, classrooms, and buildings and to the child in
order to conduct an evaluation of the child, the child's performance, the
child's current educational program, placement, or environment, or any proposed
educational program, placement, or environment.

744 (Ryg, D-Vernon Hills) contains "school accountability" language designed to be added to any new
school funding bill. Still a work in progress, it currently includes provisions
for increased school district financial reporting, mandatory school board member
training, and an "Education Inspector General".

1035 (Flider, D-Mt. Zion) requires school districts to provide instruction on
disability history, people with disabilities, and the disability rights
movement.

1332 (Boland, D-Moline) requires U.S. flags flown on the property of state
government or the property of units of local government to be manufactured in
the United States.

(Davis, M., D-Chicago) requires the governing board of each school district, university, and community
college to report to the State Board of Education or Board of Higher Education,
on or before July 1 of each year, the base salary and benefits of all
administrators and teachers or faculty employed by the school district,
university, or community college district.

(Poe, R-Springfield) requires the use of a 5% bio-diesel blend in school buses
(instead of the current 2% blend).

4318 (Verschoore, D-Milan) and SB
1665 (Jacobs, D-E. Moline) require that instruction on
cancer must be provided in health classes.

95 (Harmon, D-Oak Park) creates the Care of Students with Diabetes Act to require
that the Department of Human Services and the State Board of Education develop
guidelines regarding the care of students with diabetes and requires school
boards to adopt a policy based upon those guidelines.

152 (Garrett) requires school boards to adopt a policy regarding
management of students with life-threatening food allergies.
SB 153 (Garrett) and HB 380 (Nekritz, D-Northbrook) require school districts employing an IMRF board of Trustees member to grant 20
days of paid leave for them to attend IMRF board meetings and seminars.

1557 (Delgado, D-Chicago) requires the addition to history courses a unit of
instruction studying the forceful removal and illegal deportation
Mexican-American U.S. citizens.
SB 1559 (Koehler, D-Peoria) requires all cars owned or leased by school districts that are used for high
school driver’s education to be made in America.
SB 1675
(Murphy, R-Palatine) requires all 7th graders and all high school
students enrolled in U.S. History to view the Congressional Medal of Honor film.

1769 (Steans, D-Chicago) adds new requirements regarding a school district’s
procedures for applying pesticides to outdoor school property.
SB 2214 (Garrett) requires school districts to report annually to the State Board of Education the
total expenditures related to providing driver education, including equipment
and personnel costs.

2270 (Cronin, R-Elmhurst) requires
school districts to post on their Internet website an itemized salary
compensation report for every employee in the district holding an administrative
certificate and working in that capacity, including the district superintendent.
